Satellite service In Biliran, Philippines

Hello, I'm writing to you from Montreal, Quebec, Canada.... My girlfriend mother is from Biliran, Philippines......we sent her an iPad & iphone....but no wifi???? I would like to know, what would be the cost to have her installed satellite wifi, in u.s. or Canadian dollars???? Monthly charge for the service, also in u.s. Or Canadian dollars????? We'll pay you western union, money transfer in philippino pesos......... Also, if you want, we can pay, 2 or 3 months service in advance........but get her satellite wifi for her Ipad, so my girlfriend, can skype her mother........
