activate service for VSAT onboard our Seismic vessel

I am Bob, the marketing manager with Sinopec Offshore Oilfield Services Company(SOOSC), one of our 12-streamer seismic vessel now is in Russia waters, the service provider of VSAT is not good, we are considering to change to use MTN, which is the VSAT service provider for our seismic vessel Discoverer and Discoverer2, my question is does MTN have support center in Russia or place nearby?
