Cancel a service

I live in the US A few years ago a setup an account for my father in Israel to make international calls My father does not make calls, rather I call him. I decided to cancel the service. I’ve been trying to contact netvision 013 for the past 4 months to cancel a service with no success. I called many times but no one answers, some numbers are not in service. How can I cancel the service? What number should I call? What are the calling hours? Is there a way to cancel service on line or with an email? Let me know Thanks David
