internet speeds and availability in china

Businesscom Networks i am currently in the guangdong province and i am under china telecom, they throttle the connection too much , i am paying for 50 mbps and only getting roughly 2-3 a second instead, i need at least 15mbps for my work and family affairs, i am wondering if this is the right place to look for a solid connection, i currently have a vpn aswell i can use in tandem
