Why is a Road Maintenance Fee Still Being Charged on Greenville County Vehicle Taxes?

On November 15, 2022, Greenville County Council passed an ordinance allowing a increase to the road maintenance fee, bringing the total fee to . This fee is imposed on all owners of motor vehicles required to be registered in the county by the South Carolina Department of Motor Vehicles.

Previously, a vehicle fee was imposed in 1993 to pay for road maintenance, which was later increased to in 2017. At the same time, a telecommunications fee was approved to enhance the county’s public-safety communications network.

However, in June 2021, the state Supreme Court ruled the telecommunications fee invalid as it did not solely benefit those who paid for the services. This ruling was nullified when state lawmakers passed Act 236 in June 2022, making the practice legal again.

The road maintenance fee increase in November 2022 was necessitated by the underfunding of road infrastructure repairs and maintenance in Greenville County. The county’s road system, which spans over 1,800 miles, was found to be underfunded at its annual level of million, according to an analysis report conducted by Infrastructure Management Service.

The report estimated that an annual funding of .8 million to .3 million is required to adequately maintain the county’s road system.
