Changes to Satellite Locations for Early Voting in Chesapeake City Council Meeting

This voting season will have some changes in store for the residents of Chesapeake, Virginia. During a recent Chesapeake City Council meeting, it was decided that instead of the usual six satellite locations, there will only be four satellite locations available for early voting this year.

The reduction in satellite locations has raised concerns, particularly among residents living in predominantly black lower-income communities. The NAACP has stated that this change will have an impact on voters in these areas. Dr. Shirley Auguste, representing the Chesapeake branch of the NAACP, explained that residents living near the Greenbrier Library and the Cuffee Community Center, both of which will be closed this year, will now need to find alternative locations for early voting. Similarly, residents near the Camelot Community Center will have to travel to the Major Hillard Library, which is approximately a mile and a half away, or a 41-minute walk according to Google Maps.

This shift in satellite locations is expected to create inconvenience for black voters who will be directly impacted by the change. Dr. Auguste emphasized that the lack of easy accessibility can pose challenges for communities where some individuals rely on walking or medical carts as means of transportation. Previously easily accessible locations are no longer within reach for many voters.

The Chesapeake Registrar’s Office has provided data regarding early voting patterns. In 2021, two percent of early voters cast their ballots at the Cuffee Community Center. However, in 2022, the participation rate dropped to only one percent at the same location. The NAACP argues that even though this may be a small percentage, it still represents a significant number of individuals. The organization suggests that looking only at percentages can be misleading and it is important to consider the ratio of voters affected.

According to Mary-Lynn Pinkerman, the director of elections and general registrar, the decision to reduce the number of satellite locations was primarily driven by the need to allocate resources effectively. Pinkerman explained that the previous increase in locations was a response to the COVID-19 pandemic, and the situation has since changed. In addition, historical Sunday voting will not be available during this election season due to logistical challenges and limited demand.

The Chesapeake Registrar’s Office assures voters that despite the changes to satellite locations, early voting will still be available starting from September 22. The office hopes that this will compensate for the removal and relocation of satellite locations, ensuring that voters have ample opportunities to participate in the upcoming elections.
