Rhode Island is striving to provide reliable, accessible, and affordable internet to all residents. With the goal of achieving universal broadband by 2027, the state has established the ConnectRI Initiative to plan for and maximize broadband access for its residents. Despite having robust basic broadband infrastructure, there are still areas in the state that lack access to high upload speeds.

To address this issue, Rhode Island aims to expand fiber infrastructure and create multiple provider options for residents and businesses to access fiber-based service. The state recognizes that the cost of service is a barrier for many small businesses and low-income households, with a significant percentage of households not subscribing to any type of broadband service.

The Office of Broadband and Digital Equity, under Rhode Island Commerce, is responsible for closing the digital divide in the state. They have released the Broadband and Digital Equity Strategic Plan, which outlines goals and principles for the distribution of federal funds for broadband equity and access. The plan emphasizes the expansion of fiber infrastructure, the elimination of cost as a barrier, and the fostering of an inclusive digital advancement ecosystem.

Through the ConnectRI initiative, Rhode Island will work with the Broadband Advisory Council and stakeholders to develop a strategic plan that ensures all residents can access broadband service and addresses barriers to digital equity. The initiative focuses on four objectives, including evaluating service availability data, conducting a digital equity survey, improving broadband infrastructure, and maximizing funding matches from the private sector or municipalities.

To gather data and understand the digital divide, Rhode Island has launched two surveys: the Rhode Island Internet Connectivity Survey and the Digital Inclusion Asset Mapping Survey. These surveys will help identify barriers to digital equity and determine funding objectives for federal programs.

Rhode Island is committed to bringing broadband to all residents, recognizing that it is essential for everyday life, employment, education, and daily activities. With the ConnectRI Initiative and strategic planning, the state aims to bridge the digital divide and ensure universal broadband access for its residents by 2027.
