The Office of Civil Defense (OCD) has acquired 22 portable satellite communication kits from Diversified Financial Network Inc. (DFNN Inc.) to enhance its disaster response and reporting capabilities. This move is expected to support field responders in providing accurate information about casualties and damage, as well as expedite the delivery of basic services to affected communities during calamities and emergencies.

The satellite communication kits, known as “SpaceX Starling,” are designed to operate in rural and remote areas, thereby expanding the emergency communication capability of the National Disaster Risk Reduction and Management Council (NDRRMC). The OCD, as the implementing arm and secretariat of the NDRRMC, also offers emergency communications support to disaster-stricken local government units.

These kits are low-maintenance and have low operational costs. They are easily deployable, thanks to their mobility and portability design, and can be operated by a single person. In addition to their communication functions, the Starlink kits can deliver high-speed internet to facilitate virtual conferences and video calls.

DFNN Inc. Executive Chairman Ramon Garcia Jr. reaffirmed their commitment to supporting the strengthening of the Philippines’ disaster management system. He emphasized that providing Starlink connectivity to critical government functions, particularly in disaster risk reduction, is a step towards ensuring uninterrupted communication even during nature’s most challenging moments.

The acquisition of these satellite communication kits marks a significant improvement in the OCD’s disaster response and reporting capabilities. With this boost in communication technology, the OCD aims to enhance coordination and deliver efficient assistance in times of disasters and emergencies.
