Illinois State Trooper Injured in Squad Car Collision, Driver Pleads Guilty

Illinois State trooper Brian Frank was catastrophically injured two years ago when another driver collided with the back of his squad car on Interstate 55. The driver responsible for the collision, Angel Casillas, pleaded guilty to violating Scott’s Law, which requires drivers to slow down and move over when approaching emergency vehicles with their hazards flashing.

Trooper Frank, who suffered a traumatic brain injury, has been in rehab for the past two years. Despite being minimally conscious and unable to speak, he was present in the courtroom for the hearing, dressed in his full trooper uniform. His wife, family, and fellow members of the Illinois State Police provided impact statements, expressing the devastation they have experienced since the accident.

Lauren Frank, Trooper Frank’s wife, has been fighting for justice in her husband’s case. While acknowledging that no sentence or judgment can fully restore her husband’s health, she hopes for the maximum sentence to set an example for other drivers. In an emotional speech, Angel Casillas also apologized directly to Lauren and her family, expressing remorse and stating that he would switch places with Brian if he could.

The judge will review the statements made during the hearing and deliver the final sentence on August 14. The maximum sentence for his violation is three years in prison. The outcome of the case will be significant not only for Trooper Frank and his family but also for raising awareness about the importance of obeying Scott’s Law to ensure the safety of emergency personnel on the roads.
