The Knoxville Community Development Corporation (KCDC) recently held a groundbreaking ceremony for the Western Heights transformation plan, a 0-million public-private project aimed at revitalizing Knoxville’s largest public housing community. The plan includes rebuilding nearly 200 units of affordable housing at Western Heights and constructing 283 new units of both affordable and market-rate housing, creating a diverse and mixed-income community.

In addition to housing, the transformation plan also includes the development of public parks, green spaces, and recreation amenities. The initiative aims to improve access to education, healthcare, internet connectivity, and employment opportunities for the residents of Western Heights.

Construction will occur in four phases, with Phase 1 expected to last 18 months and provide a total of 76 units. This phase will include 31 subsidized replacement units, 30 affordable units, and 15 market-rate units. The subsequent phases are projected to be completed by 2028.

A significant portion of the funding for this project was granted through a million HUD Choice Neighborhood Grant, with an additional .2 million being invested by the city for infrastructure improvements. Overall, over 0 million in public and private funds have been committed to supporting the redevelopment plan.

The Western Heights community will prioritize access to transportation, jobs, entrepreneurial opportunities, healthcare, and technology. The project aims to create new park amenities that will serve as regional attractions.

The transformation plan not only focuses on physical improvements but also addresses safety, transportation, open spaces, arts, and the overall cohesiveness of the neighborhood. As part of this effort, two larger parks will be developed, offering spaces for creativity, entrepreneurship, and building a new neighborhood economic center.

To enhance the quality of life for Western Heights’ residents, the plan includes initiatives related to education, healthcare, internet access, youth opportunities, employment, and access to affordable and fresh food. Nonprofit organizations, with the Community Action Committee (CAC) in a leading role, will collaborate to provide supportive services, programs, and activities.

By bringing resources directly to the community, the project aims to have a lasting impact on the residents and their children. One of the first steps in this initiative was the opening of the Western Heights Head Start center in October 2022, providing preschool programs for children aged infant to 5.

The Western Heights transformation plan represents a collaborative effort between residents, federal, state, and local leaders who are committed to positive change. The KCDC Executive Director and CEO, Ben Bentley, expressed the importance of creating a cohesive community that thrives in all aspects of life.

As the project progresses, various partnerships will be established to address areas such as internet connectivity, healthcare, workforce development, and entrepreneurship. The goal is to not only provide job training but also support the establishment of sustainable businesses within the community.
