Government Explores Use of Satellite Technology to Manage Inflation

The National Economic and Development Authority (NEDA) in the Philippines is considering the use of satellite technology to help manage inflation. A research team has been sent to the Philippine Rice Research Institute (PhilRice) to evaluate the potential of its satellite technology in providing insights for proactive measures in inflation management.

During a study visit conducted from August 14 to 16, it was discussed that the Philippine Rice Information System (PRiSM) could provide validated rice field data to stakeholders on a regular basis, compared to quarterly data provided by the Philippine Statistics Authority (PSA). The use of such data is crucial, especially for rice, a staple crop, particularly in volatile weather conditions.

NEDA aims to augment its data sources to enhance inflation analysis and policy recommendations. PRiSM collects rice field data using satellite Synthetic Aperture Radar (SAR) sensing, which remains unaffected by cloud cover. This technology has an overall accuracy of up to 95% compared to ground validated data. The data collection process is facilitated by PRiSM data collectors in the field who use a mobile application to record and upload data efficiently. In cases where SAR images are not sufficient, PRiSM can also process secondary data collected by drones.

The data compiled by PRiSM is presented in the form of rice area maps that show the location and timing of rice planting, estimated rice yield, areas affected by flooding and tropical cyclones, and areas impacted by drought. Although currently focused on rice, PhilRice believes the technology and methodology of PRiSM can be adapted for monitoring other crops.

NEDA is hopeful that incorporating satellite technology into inflation analysis will provide valuable insights for effective policy recommendations. The next satellite, Sentinel-1C, is expected to be launched soon, which could further augment PRiSM’s operations.
