Dallas Designates Frontier Communications Dallas Office as Enterprise Zone

The City Council of Dallas has designated Frontier Communications’ office on McKinney Avenue as an enterprise zone, in an effort to entice the telecommunications firm to move its corporate headquarters from the East Coast. This designation would allow Frontier to seek rebates on state sales and use taxes in exchange for a potential million investment in a new corporate hub.

While Frontier has not publicly confirmed a move away from its current home in Norwalk, Conn., a memo stating the potential relocation was made public last week. The memo revealed that Dallas and Tampa are being considered as potential sites for the new headquarters.

Mark Nielsen, Frontier’s chief legal and regulatory officer, stated that despite the potential move, he will continue to lead the company’s legal team from Connecticut. He emphasized that in the era of remote work, a corporate headquarters is not as essential as it once was.

Dallas’ enterprise zone designation was a crucial condition for Frontier’s potential relocation. It would require the company to maintain 500 jobs in Dallas and invest million in renovations and expansion of the McKinney Avenue office to accommodate its current 638 Dallas-based employees.

Frontier Communications employs 14,100 people in 25 states and provides cable TV and internet services to 2.9 million subscribers across the country. The company recently announced its goal of surpassing 10 million locations with fiber by 2021 and borrowed .1 billion to expand its network using its fiberoptic system in the Dallas area.

One reason why Dallas is an attractive choice for Frontier is its pool of talent. Many companies are finding it difficult to attract top talent, and being in a top market like Dallas can make a significant difference in recruitment efforts.

The move to Dallas seems likely, with Sam Sorensen, managing director of Embark, a Dallas business advisory firm, stating that the disclosure about the potential relocation would not likely have been made if the move wasn’t close to being a done deal.
