The Recent Amendments in Right of Way Rules to Expedite 5G Rollout, Says COAI

The Cellular Operators Association of India (COAI) has stated that the recent amendments made in the Right of Way rules for telecom infrastructure will expedite the 5G rollout in the country and enhance the ease of doing business. These amendments include provisions for a single application for multiple small cell sites and allowing licensees to set up temporary overground telegraph infrastructure in the event of damage to existing underground infrastructure.

COAI, whose members include major telecom operators like Reliance Jio, Airtel, and Vodafone Idea, believes that these amendments will ensure the priority restoration of telegraph services, thus preventing major disruptions in services to the users. The government has also directed that no fees be charged by the appropriate authority for the temporary setup. This will enable rapid network reinstatement in the event of underground telecom infrastructure damage and expedite the 5G rollout by utilizing the existing infrastructure.

COAI Director General S P Kochhar mentioned that these amendments are in line with previous amendments made in 2017, 2021, and 2022 to facilitate the rolling out of robust telecom infrastructure in the country. He added that the recent amendments will support the industry in maintaining and enhancing the networks in a faster manner, contributing to ease of doing business in the sector.

Furthermore, the amendments provide clarity on the definition of street furniture, which includes various structures such as poles, lights, signs, and bus stops. This clarity will aid in faster rollouts and more efficient network deployments.

Overall, the recent amendments in the Right of Way rules are expected to accelerate the implementation of 5G technology in India and strengthen the telecom sector by simplifying procedures and utilizing existing infrastructure.
