Shadow Lugia was introduced in Pokémon GO in 2021, when Rocket Boss Giovanni showcased it as his final Pokémon. Now, it has returned as a 5-Star Boss in the new Shadow Raids. Shadow Raids can only be completed in person, meaning you cannot participate remotely using a Remote Raid pass.

Obtaining a Shiny Shadow Lugia can be quite challenging as it requires local community coordination to organize and complete the Raids. Typically, it takes 2-3 high-level Trainers with strong counters to defeat Shadow Lugia in 5-Star Raids. However, the difficulty may vary depending on individual circumstances.

As the Shiny Shadow Lugia has recently been introduced, the exact chances of encountering one are not yet known. However, based on historical data for non-Shadow Lugia, the estimated encounter rate for Shiny Shadow Lugia is approximately 5%.
