I need a VOICE AND INTERNET setup here in the CARIBBEAN for my OPERATIONS.

I am in the process to implement a Project called ONE CHILD ONE LAPTOP which i will be ordering from China, and the issue is I want to provide FREE Internet for the 10.000 Plus Laptops so i need to setup something local here in Curacao, so i would be able to provide the wit WIFI, So could you get back to me so i know what configuration are available. Also this will avoid all my Mails and Phone call from being Blocked or Filtered. Thank you and waiting for your advise and suggestion and what equipment needs to be acquired and set here locally.
