Data connectivity at high altitudes

Dear On Air, We are a team of researchers currently studying weather patterns from all over the world. We are planning on a study to be carried out which will involve many weather balloons being launched for afew weeks at a time at very high heights. The period of this study if the prototype is successful will be for 3 years. We would like to have mobile connectivity to the balloons to get live data. At different times the balloons may pass over land and air. Would it be possible to work with you on such solutions?
