China Claims U.S. Intelligence Agencies Responsible for Cybersecurity Attack on Wuhan Facility

China has restated its accusations that a cybersecurity attack on a Wuhan facility last month was carried out by U.S. intelligence agencies. The attack targeted network equipment at the Wuhan Earthquake Monitoring Center, which collects seismic intensity data that is crucial for national security. Investigations have revealed the presence of malicious backdoor software that exhibits characteristics of U.S. intelligence agencies. Chinese officials believe that accessing seismic monitoring center data allows hackers to estimate underground structures and identify military bases, providing valuable information for foreign military intelligence agencies. The attack on the monitoring systems could damage their effectiveness in providing accurate earthquake data or trigger false alarms, potentially leading to panic and severe consequences. Xiao Xinguang, a member of the National Committee of the Chinese People’s Political Consultative Conference, emphasized the need to prioritize the protection of remote sensing and telemetry systems, which are critical national resources.

China pointed to previous incidents such as Prism and WikiLeaks to support its claim of U.S. government surveillance of foreign leaders, including allies. However, when contacted for a response, the U.S. Cybersecurity and Infrastructure Security Agency (CISA) and National Security Agency (NSA) did not provide comments on China’s allegations or whether they had observed an increase or decrease in attacks from China. CISA did refer to its advisories and provided an overview of China’s cyber threat. Both CISA and NSA recently released a report on commonly exploited software vulnerabilities, including those used by China’s state-sponsored cyber actors. The report highlighted flaws that had been previously identified in 2021.
