Charting a Course for Spectrum Assignment in India’s Satellite Communication Sector

The Indian Council for Research on International Economic Relations (ICRIER) has launched a working paper in collaboration with the Broadband India Forum (BIF) to address spectrum assignment in India’s satellite communication sector. The paper, written by ICRIER and Prof Rekha Jain, analyzes the implications of assigning satellite spectrum through auctions and highlights the failure of this method in achieving important spectrum management and regulatory objectives.

The authors stress that satellite spectrum is a shared resource and that there is a lack of empirical and practical models for assigning it through auctions. Instead, they propose an administrative assignment of space-based communication spectrum on a shared basis, following international best practices.

Satellite communication is crucial for achieving the goals of Digital India, namely widespread broadband penetration and improved satellite TV services. Unlike the exclusive allocation framework used for mobile and broadcast terrestrial services, satellite spectrum requires a unique assignment strategy that maximizes its utility as a shared resource.

The paper suggests a departure from conventional auction methods and suggests the adoption of prioritization and coordination mechanisms for spectrum sharing within the framework of the ITU Radio Regulations, customized to the Indian context. This approach would provide regulatory certainty and contribute to universal coverage, satellite sector growth, and the global competitiveness of Indian telecom companies. It would also preserve content diversity and plurality, which are essential for a robust democracy.

The paper presents key criteria for evaluating the assignment of satellite spectrum in accordance with policy objectives. These include effective utilization by service providers, facilitating competition and fair assignment processes, harmonization with international best practices, maximal productive use of spectrum, and supporting the growth of the satellite sector in India.

By moving away from auction-based assignments and adopting a shared assignment approach, policymakers can ensure equitable access, foster competition, and encourage the growth of the satellite communication sector in India.
