The Wide Area Network (WAN) Project for eCourts in India

The Wide Area Network (WAN) project is part of the eCourts project in India. Its main objective is to connect all the district and subordinate court complexes across the country. This is achieved through the use of various technologies such as Optical Fiber Cable (OFC), Radio Frequency (RF), and Very Small Aperture Terminal (VSAT).

As of March 2023, a total of 2976 out of 2992 sites have been commissioned under the WAN project. These sites are equipped with bandwidth speeds ranging from 10Mbps to 100Mbps, covering 99.5% of the sites. This robust network forms the backbone of the eCourts project, ensuring reliable data connectivity in courts across the country.

The eCourts project also addresses the challenge of connecting remote areas, known as technically non-feasible (TNF) sites, where terrestrial cable infrastructure is not available. Alternative means such as RF, VSAT, and submarine cables are utilized to provide connectivity to these sites. Through coordination with various stakeholders, the number of TNF sites has been reduced from 58 in 2019 to just 1 in 2022. This achievement has resulted in significant cost savings of Rs. 95.45 lakhs. Work orders have been issued for the remaining 11 TNF sites.

The WAN connectivity established through the eCourts project has been particularly advantageous in the context of the COVID-19 pandemic. It has facilitated better video conferencing facilities, enabling remote hearings and access to justice. This has been crucial in ensuring the continuity of judicial proceedings and minimizing disruptions caused by the pandemic.

The eCourts project, powered by the WAN infrastructure, is a significant step towards computerization and digital transformation of the Indian judiciary. With its extensive network coverage and improved connectivity, it enhances the efficiency and effectiveness of court operations, leading to faster and more transparent delivery of justice.
