Government Aims to Auction the 700 MHz Frequency Spectrum for Telecommunication Industry Use

The Indonesian government plans to auction the 700 MHz frequency spectrum for telecommunication industry use by the end of 2023. The migration process from analog to digital terrestrial television broadcasts is expected to be completed quickly, with the analog switch-off (ASO) already completed in 11 major cities. The Ministry of Communication and Informatics is working on completing the ASO in other cities and towns.

As of July 25, 2023, the infrastructure for digital television broadcasting has been built by TVRI and broadcasting stations in 112 transmission areas covering 341 districts/cities. Out of 686 television stations, only 10 remain broadcasting analog and are undergoing migration. The completion of ASO will allow for the more efficient use of the 700 MHz frequency spectrum, which is also needed by the telecommunications industry to support the deployment of 5G technology.

The government is also considering other frequency spectrums, such as the 3.5 GHz spectrum, to support the deployment of 5G networks. However, this spectrum is currently occupied by satellite providers. The Ministry of Communication and Informatics is working on enabling shared use of the spectrum between satellite providers and cellular telecommunications.

Discussions are also underway to revise Government Regulation (PP) Number 80 of 2015 regarding the Types and Tariffs of Non-Tax State Revenues applicable to the Ministry of Communication and Information Technology. This revision includes provisions related to the cost of using radio frequency spectrum license fees.

The Indonesian Telecommunications Service Providers Association (ATSI) highlights the importance of sufficient frequency spectrum width for cellular telecommunications operators, especially for the deployment of 5G services. Research shows that aggressive implementation of 5G in Indonesia can contribute significantly to economic growth, with an estimated cumulative value of Rp 2.874 trillion from 2021 to 2030. Other sectors adopting 5G networks can also experience efficiency and revenue increases.

The government aims to auction the 700 MHz frequency spectrum to support the telecommunications industry and facilitate the deployment of 5G technology.
