Application for Mobile Phone Mast Rejected by Warrington Borough Council

An application seeking prior approval permission for the installation of a 17m high slim-line monopole and associated equipment cabinets has been rejected by Warrington Borough Council’s planning department.

The proposed mobile phone mast was intended to provide the latest 3G, 4G, and 5G technologies, ensuring enhanced coverage and capacity in the area. The site, located on Manchester Road near the junction with Monmouth Close, would have enabled 5G coverage in Woolston.

The applicant, CK Hutchinson Networks UK, emphasized the importance of widespread mobile connectivity as an expectation for individuals and businesses. The government recognizes the need for comprehensive mobile coverage across the country.

However, the council’s refusal was based on the proximity of the proposed development to two street trees that are considered assets of WBC Green Infrastructure. These trees contribute positively to the visual amenity and character of the area. The council was concerned that the mast would result in direct damage to and potential conflicts with the mature poplar tree and young lime tree. Due to these reasons, the council deemed the proposal unsustainable and unacceptable, as it did not align with planning policies.

It is important to strike a balance between operational requirements and local planning policies when making decisions regarding the installation of mobile phone masts. The council’s decision highlights the need to consider environmental factors and preserve the visual aesthetics of an area while ensuring adequate mobile connectivity.
